When it Rains in Magusa, It Floods. Inadequate or No Drainage?

It's a known dilemma that whenever it rains around these parts, it greatly affects the smooth organized movement of both humans and cars. Inadequate drainage system or lack of, is the root cause. Why nothing has been done about this leaves room for a lot of imagination.
