PROF. HALİL NADİRİ named new Rector at Cyprus International University [CIU]


According to a declaration made by the Cyprus International University Press, Public Relations and Public Relations Manager, Prof. Halil Nadiri was assigned the position of CIU Rector on 15 May 2015. 

Prof. Halil Nadiri was born in Nicosia in 1970. Following undergraduate and graduate studies in management, he undertook PhD studies within in the area marketing which he completed in 1998.  Prof. Nadiri was made an Assistant Professor in 1999, an Associate Professor in 2005, and a Professor of Management in 2011.

Prof.  Nadiri held the position of Vice Rector at Eastern Mediterranean University (EMU) between the years 1999-2015. During his tenure at EMU he undertook various positions such as the Research and Education Coordinator for Rector’s Office, Director for the School of Tourism and Hotel Management, Rector’s Office Administrative Assistant, and Rector’s Office Marketing and Development Assistant.

Prof. Nadiri also carried out the duties of member and president of various administrative boards. He was President of the Administrative Board for Atatürk Teacher Training Academy between 2009-2013. Promoted in February 2015 to the position of Cyprus International University Rector’s Office Assistant for International Relations, Prof. Dr. Halil Nadiri also figured among the top 2000 Turkish Researchers according to a study by Webometrics.

He is married with one child.

IEEE Confers Life Fellow Designation on Former EMU Rector, Prof. Dr. Özay Oral


Former rector of Eastern Mediterranean University Prof. Dr. Özay Oral has been elevated to Life Fellow by the Institute of Electrical and Electronics Engineers (IEEE). As the world’s largest professional association dedicated to advancing technological innovation and excellence for the benefit of humanity, IEEE boasts over 430,000 members in 160 countries.

Prof. Oral was named an IEEE Fellow in 1995 in recognition of his leadership in the advancement of engineering education. The IEEE grade of Fellow is conferred upon an individual with an extraordinary record of accomplishments in any of the IEEE fields of interest.

Prof. Dr. Oral’s contributions in EMU’s development are undeniable since the infrastructural developments, creation of a modern campus and a sharp increase in the student numbers (from 3000 to 15000) took place during his period of service. By launching many postgraduate and doctoral degree programs, Prof. Dr. Oral also posed major contributions to university’s scientific development.

Who is Özay Oral?

Prof. Oral received his PhD from the Department of Electrical Engineering at Middle East Technical University in 1970, where he later served as chair of the same department and as vice rector. Prof. Dr. ORAL carried out research and various academic activities at California University – Berkeley and advanced research activities at Manchester University. He represented Turkey at the highest level at NATO AGARD Panel for five years. He also undertook active duties in the establishment of the Electrical Engineering Department within the Turkish Republic Land Forces. Prof. Dr. ORAL won TÜBİTAK Incentive and Science Award in 1978 and 1985, respectively.

In 1986 he joined Bilkent University, and contributed to the founding of the university as provost and dean of the Faculty of Engineering and Sciences. In 1992 Prof. Oral was appointed rector of Eastern Mediterranean University, where his many contributions over more than a decade of service were recognized by the naming of the university library in his honor in 2013.

EMU Signs a Collaboration Protocol with Polytechnic University of Tirana


With the aim of strengthening academic ties between between Eastern Mediterranean University and Polythecnic University of Tirana, a collaboration protocol was signed on 17 November 2014. Rector of Polytechnic University of Tirana Jorgaq Kaçani, Architecture Faculty Dean Prof. Dr. Andrea Maliqari and Vice Dean Gjergji Islami signed the collaboration protocol at EMU Rector Prof. Dr. Necdet Osam’s office.

During the visit, Prof. Dr. Osam expressed his pleasure in hosting the representatives of Polythecnic Tirana University of Albania in Eastern Mediterranean University. Rector Kaçani expressed his fascination with the international standards and high quality in education offered in EMU and stated that they are extremely honored to establish a collaboration protocol with EMU.  After the two rectors signed the collaboration protocol, an additional protocol aiming to strengthen the collaboration between two architecture faculties of the aforesaid universities was signed by EMU Architecture Faculty Dean Prof. Dr. Şebnem Hoşkara, Vice Dean Assoc. Prof. Dr. Özlem Olgaç Türker and Polytechnic Tirana University Architecture Faculty Dean Prof. Dr. Andrea Maliqari and Vice Dean Gjergji Islami.

The protocols settled will enable both institutions to share information and research findings as well as to exchange students and academic staff members. Vice Rector for Academic Affairs Prof. Dr. Ahmet Sözen, Vice Rector for Promotion Prof. Dr. Hasan Amca and Vice Rector for Student Affairs Prof. Dr. Hıfsiye Pulhan represented EMU administration at the collaboration signing event. At the end of the event,  Prof. Dr. Osam presented lefkara lace handicrafts to the guests.

EMU RECTOR Open Door Policy: Prof. Dr. Osam Meeting EMU Staff in Person


Within the framework of the “Open Door Policy”, EMU Rector Prof. Dr. Necdet Osam has initiated a new practice aiming to give the staff a chance to share their problems, opinions or recommendations with the Rector. In this respect, as of 7 November 2014, all staff members who wish to meet the Rector in person will be able to do so by scheduling an appointment every Friday between 10:00 and 12:00. 

Prof. Dr. Osam who had his first personalised staff meeting on Friday, 7 November 2014, stated that his office is aware of the amount of staff contribution to the institutional development and values  their opinions and recommendations. Talking about the importance of staff working in a happy and peaceful environment, Prof. Dr. Osam stated that he would be more than happy to take staff recommendations and contribute to the solution of their problems.

ANKOS Executive Board Members Visited EMU Rector, Prof. Dr. Necdet OSAM


Executive Board members of the Anatolian University Libraries Consortium (ANKOS) who are currently in Cyprus attending
the annual ANKOS workshop hosted by Eastern Mediterranean University visited EMU Rector Prof. Dr. Necdet Osam. During the visit which took place on 27 October 2014, the Executive Board members thanked EMU Rector’s Office for their hospitality during the organisation.
Expressing his pleasure in hosting such a meaningful workshop, Prof. Dr. Osam stated that the concept of library has a special place and importance in EMU. Prof. Dr. Osam  also put forth that Eastern Mediterranean University is a source of pride for the nation and that they will do everything in their hand for the university to obtain greater achievements. Giving detailed information about Eastern Mediterranean University, Prof. Dr. Osam added that the university will carry on with its development. Chair of the ANKOS Executive Board Sami Çukadar stated that their organisation has closely been following EMU’s development and that they are proud of EMU’s successful achievements. During the visit, Prof. Dr. Osam presented a plaque of appreciation to Çukadar.
Prior to the aforesaid visit, EMU Rector’s Office organised lunch for ANKOS Executive Board members at EMU Beach Club. Following lunch, ANKOS representatives visited EMU Library and received detailed information about it.
The opening address of the ANKOS Annual Workshop was delivered by EMU Library Director Osman Soykan at Salamis Bay Conti Resort Hotel. During his address, Soykan stated that Eastern Mediterranean University has been a subscriber of a considerable number of databases at reasonable conditions since the year 2000, thanks to ANKOS.    Soykan added that along with databases, the university has benefitted from professional guidance and assistance services offered by ANKOS. At the end of his address, Soykan thanked ANKOS for their ongoing support and expressed his happiness in hosting such an important event.

UPDATE!: Former EMU Rector Prof. Abdullah Öztoprak says removal ILLEGAL!


The former rector Prof. Abdullah Öztoprak has claimed that the decision was illegal and that he will pursue the matter through all legal channels.
“I am left with no choice but to do whatever is necessary, including to pursue the matter legally” Öztoprak said.

The Eastern Mediterranean University’s Board of Trustees has appointed Prof. Dr. Necdet Osam as the acting rector. The decision to appoint Prof. Osam was adopted by 6 votes against 2.

Speaking after the 2 hour meeting, the Chairman of the Board of Trustees İsmail Arter said that a rector will be officially appointed according to the changes made in the law.

He said that the changes in the term of office will be determined by parliament subsequently.

The former rector Prof. Abdullah Öztoprak has claimed that the decision was illegal and that he will pursue the matter through all legal channels.

UPDATE!: Prof Dr. Abdullah Y. Öztoprak loses seat as EMU Rector!


The Rector of Eastern Mediterranean University, Prof Dr. Abdullah Y. Öztoprak has lost his seat as the General Overseer of the oldest institution of higher learning in North Cyprus. As was reported earlier, October 14th marked the end of his official mandate and it was generally believed that he will retain his seat for another term in office but the opposite was the case.

Information has it that EMU has a new rector whose name is yet to be revealed. Accordingly, Prof Dr. Abdullah Y. Öztoprak took to twitter to express his displeasure on the way he lost the office of Rector of EMU. At the time of writing this report, the EMU website is yet to be updated to reflect the changes in leadership.

The news of the appointment of a new rector for EMU was received with a lot of misgivings by both old and new students. There was a tangible fear among the International Students who presently enjoy a 50% scholarship/reduction in tuition across all departments, a move that was spearheaded by the outgoing rector, Prof Dr. Abdullah Y. Öztoprak
"I don't know what is going to happen. I just wish they retain the scholarship. The rector is a good man. I wonder what's going on," an Iranian Masters student said. 
Whatever they want to do, let them go ahead. At least the school no go close down (...won't be closed down), added another Nigerian student.
According to tweets on his verified twitter page, Prof Dr. Abdullah Y. Öztoprak maintained that he won over 75% of the votes cast and has the support of over 96% of EMU Senate. He also signified his intent and resolve to appeal the decision not to re-appoint him.

EMU Rector crisis unfolds as senate passes a VOTE OF CONFIDENCE on Prof. Dr. Abdullah Öztoprak!


In a recent emergency meeting between the Senate of Eastern Mediterranean University and stakeholders, an unanimous VOTE OF CONFIDENCE was passed on the current EMU RECTOR, Prof. Dr. Abdullah Öztoprak whose current mandate is expected to expire on October 14th.

The EMU Senate convened over concerns that Prof. Dr. Abdullah Öztoprak will be relived of his post to make way for a Government-appointed Rector who is a business man with no known educational affiliations. The Senate also made the recommendations to the Board of Trustees of Eastern Mediterranean University on their decision, stating their unflinching support for Prof. Dr. Abdullah Öztoprak, which the Board of Trustees approved unanimously.

In a similar development, Chairman, EMU Board of Trustees stated that there are many procedural shortcomings in the plan to remove the present Rector without the decision of the Board of Trustees and Senate of EMU. He also pointed out that the Rector fairly and freely garnered more than 80% of votes in the election that got him on seat and any attempt to remove him will be rebuffed and contested vigorously by the entire management, staff and students of Eastern Mediterranean University. Prof. Dr. Abdullah Öztoprak mandate is supposed to end on October 14th.

While voicing their support for the present rector Prof. Dr. Abdullah Öztoprak, EMU Student Council President İbrahim Öztürk pointed out that in accordance with customary laws and democratic elections held, over 80% voted and elected Prof. Dr. Abdullah Öztoprak in a free and fair election and criticized the action of TRNC Government to politicize the appointment of Rector in EMU.

"An International Institution such as EMU should be excluded from any political strife and the significant achievements of the EMU under the leadership of the present Rector Prof. Dr. Abdullah Öztoprak should be allowed to continue", EMU Student Council President İbrahim Öztürk said.

However, Deputy Prime Minister Serdar Denktaş, while explaining Government's decision reiterated that any and all aggrived parties should not take the laws into their hands, rather to seek justice in the legal system, stating that the election that produced Prof. Adbullah was fraught with several shortcomings.

EMU!!: Announcement from the Rector's Office // 2014-2015 Pre-Registration and Course Registration Processes


Course registrations with advisors for the 2014-15 Academic Year Fall Semester will take place on Thursday, 9 October and Friday, 10 October, 2014. As previously announced, course pre-registrations commenced on 4 August 2014 and will continue until 8 October 2014. 

Following are the important points to be considered to have a problem free and smooth registration period:

·         Those students who have completed their course pre-registrations should visit their student advisors on 9 and 10 October to have their course registration approved.

In order to avoid long queues of students waiting to gain “ACCESS” in front of the Accounting Office, those students who have not completed their course pre-registrations are advised to find out about their outstanding debt to the university, if any, as well as to pay the specified tuition fee for the relevant semester latest by 3 October 2014.

Since the ‘’access’ for those who fulfilled this requirement will be automatically activated, they will be able to carry out their course registrations with the advisors without having to wait in long queues. Otherwise, they will experience difficulties both in paying for the tuition fees and carrying out their course registration within the specified registration period.

·         As previously announced, those students who have not completed their registrations on 9 and 10 October (those who have not paid their tuition fees or received the course registration approval from the advisors) will be subject to “Registration with Penalty” and will be charged with 30(USD) per day starting from 13 October.  Hence, you are kindly advised to complete your registration procedures latest by 10 October in order to avoid penalties.

·         Excluding those who registered provisionally during the 2013-2014 Spring Semester, but failed to fulfill their financial obligations until now, students with financial problems who have assumed and undertaken the fulfillment of the required payments (i.e. outstanding debt and the first installment of the new semester) within a month (latest by 14 November 2014) may apply for provisional registration via the student portal

·         Please be informed that no official procedures, both within or at the end of the semester,   regarding the courses or course-related activities will be valid or applied to students who have not completed standard or provisional registration procedures but continue to attend courses.
